This work consists of using GPS and VLBI tropospheric delay estimates to calibrate altimeter microwave radiometer drifts. He directs the task on improving the VLBI analysis technique. He was a principal investigator on the Jason altimeter science working team.

He demonstrated the importance of modeling the azimuthal dependence of tropospheric delay in geodetic analysis and in the determination of the terrestrial and celestial reference frames from VLBI measurements. Additionally he has investigated many other systematic errors in VLBI measurements including extragalactic radio source apparent proper motion, atmospheric pressure loading, ocean loading, hydrology loading, antenna feed polarization leakage, and antenna thermal deformation. He has been responsible for improvements in VLBI tropospheric delay modeling. He was a major contributor to the development of the 2nd Realization of the International Celestial Reference Frame by Very Long Baseline Interferometry recently adopted by the International Astronomical Union. He applied Monte-Carlo simulations with realistic models of clock drifts and atmospheric turbulence to determine realistic error sources in VLBI. As member of the IVS Working Group 3, he used simulations to determine the specifications for the next generation VLBI2010 antennas.
